Seeking a statistics expert

Objective: For a small dataset, create prediction model using regression analysis preferably Partial Least Square regression analysis.
Process of creation of prediction model needs to be documented.
Further documentation to show how other statistical approaches are not appropriate for this data / in this situation which may include SEM, OLS etc
